Organizational Setting

The Department of Safeguards carries out the IAEA's duties and responsibilities as the world's nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support. The Division of Technical and Scientific Services ensures the provision of state-of-the-art equipment and related expertise for the accomplishment of the Department of Safeguards activities. Within this mandate, the Division is responsible for procurement, testing, provision, inventory control, performance monitoring and maintenance of safeguards equipment and supplies required by SGO Divisions; management of equipment development and engineering activities to meet quality and safeguards requirements; development and provision of documentation, procedures, instrumentation methods and techniques; provision of specialized technical and scientific support to inspectors and inspection activities in the field and at headquarters; and, radiation contamination monitoring of returned equipment and timely write-off of obsolete or contaminated equipment. The Division also coordinates departmental health and safety activities.

Main Purpose

Reporting to the Team Leader, the Instrumentation Technician contributes to the IAEA's nuclear verification mission by preparing safeguards instrumentation and contributing to the delivery of related services. The Instrumentation Technician is in particular responsible for contributing to the assembly, testing, calibration, evaluation, installation, maintenance and repair of instrumentation deployed in nuclear facilities worldwide and used by the Department of Safeguards. The Instrumentation Technician provides support to end users within his/her area of responsibility, such as data evaluation and training, and assists with development and evaluation of new instruments as required.

Tasks

Functions / Key Results Expected

  • Contribute to the effective implementation and support of non-destructive assay and/or containment and surveillance systems used in nuclear safeguards verification activities.
  • Assemble, test, calibrate, install, configure, maintain and repair safeguards instrumentation for verification and monitoring of nuclear material and facility activities worldwide.
  • Undertake procurement activities, the stock management of spare parts and inventories, acceptance and burn-in testing, packing, shipping, writing-off of instrument and updating related databases as required.
  • Review data quality and monitor performance of instrumentation to ensure availability of data.
  • Support the delivery of hands-on training on assigned instrumentation at HQ or in the field.
  • Prepare technical drawings, reports, specifications and other documentation to support the implementation of assigned instrumentation.

  • Electrical Engineering (General Services) - Experience with electrical instrumentation and acceptance testing.
  • Engineering and Technology (Other Technical Engineering) - Ability to set up, test, troubleshoot, and install electronic systems (sensors, data acquisition, networks).
  • Logistical Support (General Services) - Strong organizational and logistical skills for optimizing workplace/lab operations.
  • MS Office (Administrative Support) - Proficiency in Word, Excel, Outlook, and PowerPoint for reporting and administrative tasks.

4. Asset Expertise

Information Technology

  • Computer Programming - Database applications and basic programming skills.
  • Data Processing - Strong computing and IT knowledge.
  • Secure Information Flow - Monitoring and troubleshooting data communication systems.
  • Network Engineering - Experience with network-based monitoring instrumentation.

Engineering & Technical

  • Electrical Engineering - Advanced knowledge of instrumentation and design principles.
  • General Engineering - Ability to produce technical drawings using CAD tools.
  • Mechanical Engineering - Experience with machining (milling, turning, CNC) and manufacturing components.
  • Equipment Operation and Repair - Troubleshooting and testing instrumentation in the field.

Safeguards

  • Mechanical Engineering - Assembly of mechanical and electromechanical components following industry standards.
  • Non-destructive Assay - Experience with radiation detection instrumentation.

Requirements

Qualifications, Experience and Language skills

  • Completed secondary education. Additional qualification in the area of electronics/technical engineering/information technology (e.g. Berufsschule, Associate University degree, Hoehere Technische Lehranstalt or equivalent) an asset.
  • Minimum of five years of relevant work experience, including in testing or troubleshooting instrumentation problems in the field.
  • Knowledge of and experience with assembling mechanical and electrical instrumentation, electrical design principles, network-based monitoring instrumentation.
    Experience with safeguards instrumentation, nuclear material, and nuclear facilities, as well as basic knowledge of the nuclear fuel cycle an asset.
  • Experience in radiation detection instrumentation and/or computing an asset.
  • Demonstrated experience in writing technical documentation in English.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
  • Testing to IAEA standard may be part of the process.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 59439 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance.
